Provincial Nomination Programs (PNPs) provide an alternative pathway for clients seeking to come to Canada permanently, who do not have the high scores required under the Express Entry points structure.

Provincial Nomination Programs offer the ability to earn 600 additional points in the Express Entry points system towards Canadian Permanent Residence.

How does the Program Work!

Provincial Nomination Programs (PNPs) are for skilled and semi-skilled workers that have the necessary skills, education, and work experience to contribute to a particular province’s economy.

Each province chooses its nominees based on several factors.

The Major factor is considered to be the need for the immigrant in the province. This directly relates to the work experience possessed by the foreign national who wants to come to the province and thus Canada.

Provinces have agreements with Canada, where they have the authority to choose their immigrants.

Each province has several programs that may target people who may

  • Have Experience in the province – skilled and semi-skilled
  • Have a job offer from the province
  • Have studied in the province
  • Want to invest in the province
  • People with skills in the so-called “in-demand” occupations in that as indicated by the province

Provincial Nomination Programs (PNPs) can issue invitation through the Express Entry stream.

To be eligible for the Express Entry system, the client must be eligible for one of the federal immigration economic streams.

  • Federal Skilled Worker (FSW)
  • Federal Skilled Trade Worker (FSTW)
  • Canadian Experience Class (CEC)

Clients can receive an invitation to apply in their Express Entry application portals.

If such an invitation is received and you do not have representation, you should contact the team at YIC as navigating through complex immigration programs of provinces can be challenging and is different from Express Entry.

You can receive such an invitation at scores as low as 301 in your express entry profile.

Every province has a yearly quota for nominations. Provinces this year have an admission target of 67,800.

Every province receives its share of nominations through this quota.

Canada will intake 195,800 new Economic immigrants in 2020 with the number increasing to 212,050 in the year 2022. Canada has a target of total planned intake of 341,000 for the year 2020.

The various provinces that give out nominations based on Express Entry profile are

  • Alberta
  • British Columbia
  • Saskatchewan
  • Manitoba
  • Ontario
  • Nova Scotia

Application Process

There are 2 ways to apply for provincial nomination programs (PNPs)

  • Paper
  • Online

Paper-based Application Process

You can apply directly to a Provincial Nomination Program if you qualify in one of the categories of that province.

You must submit the application directly to the province under the program you qualify for.

Online Process

The provinces can be contacted directly using the online portal. Recently, most provinces have migrated to the online portal process with the exception of a few immigration programs which must still be completed as paper applications.

AINP – Alberta Immigrant Nominee Program

Alberta offers three streams under the ANIP, each with its own eligibility requirements:

    1. Alberta Opportunity Stream (AOS)
    2. Alberta Express Entry Stream &
    3. Self Employed Farmer Stream

Alberta Opportunity Stream (AOS)

            In order to be eligible under this stream you must meet all the following requirements:

  • Have a valid Temporary Resident status in Canada that authorizes you to work in Canada
  • be working in an eligible occupation in Alberta, most occupations under NOC skill levels 0, A, B, C and D are eligible, with some exception. YIC’s immigration specialists can advise you on whether your current occupation is considered eligible.
  • Show minimum language abilities in English or French to quality
    1. For occupations in NOCs 0 A or B – you must achieve a CLB 5 in English or an NCLC 5 in French;
    2. For occupations in NOCs NOC C or D – you must achieve a CLB 4 in English or an NCLC 4 in French
  • Some NOCs may require higher scores.
  • Have completed a minimum of High School education in your country of origin
  • Have Qualifying Work Experience;
    1. A minimum of 12 months full-time experience, within the last 18 months in Alberta or
    2. A minimum of 24 months of full-time experience, within the last 30 months, in Canada and/or abroad
  • Have a full-time job offer from an employer in Alberta.

Alberta Express Entry Stream

This Stream allows Alberta to nominate qualified candidates from within the Express Entry system.

In order to receive a Notification of Interest from the province, you must meet these requirements:

  • Have an active Express Entry profile.
  • Have stated an interest in immigrating to Alberta
  • Current work experience in an occupation that supports Alberta’s economy, and
  • Have a minimum score of 300 in the Express Entry pool.

The following adaptability factors may increase your chances of receiving an Interest letter from the province:

  • Alberta work experience and/or job offer;
  • A graduate of a Canadian post-secondary institution
  • A relative that is living in Alberta: parent, child, brother and/or sister

Self Employed Farmer Stream

In order to be eligible for a nomination under this stream, you must meet the following requirements:

  • Show that you have Farm Management skills.
    • Financial documentation from your existing farming business
    • Education, Training, and work experience documents.
    • A Business Plan for your proposed farming business in Alberta.
    • Proof that a Canadian Financial Institution is willing to finance your proposed business.
  • Invest a minimum of CAN $500,000 of equity in your proposed business in Alberta.
  • A minimum net worth of CAD $500,000
  • Include an investment plan in your proposed business plan.

BC Provincial Nominee Program – BC PNP

BC PNP offers three different streams you can apply to become permanent residents in BC. Each with its own set of requirements:

    1. Skilled Immigration
    2. Express Entry BC &
    3. Entrepreneur Immigration

Skills Immigration

This stream is for workers whose skills, experience, and qualifications are in demand by BC employers. It uses a point-based system, whereby high scoring candidates are invited to apply for permanent residence. Application for the BC PNP must be submitted online, once you receive an invitation, the permanent residency application is paper-based.

To qualify for this stream, you must meet the following basic requirements:

  • Have accepted a job offer, from a BC Employer,
    • The job offer must be for a permanent, full-time position.
    • The job offer must be in NOC skill type 0 A or B
  • Be qualified for the position being offered
  • Have a minimum of 2 years’ related work experience
  • Be able to support yourself and your dependents
  • Meet the minimum Language Skills
  • Be offered the prevailing wage for the position in BC.

There are 5 different programs available under the skills immigration stream, each with its own set of additional requirements: (a) Skilled Worker, (b) Healthcare Professional (c) International Graduate, (d) International Post-Graduate, and (e) Entry Level and Semi-skilled.  The International Post-Graduate program does not require a Job Offer.

Express Entry – BC

This Stream connects to the well-known Federal Express system. The application process is entirely web-based for both the BC PNP and permanent residency applications.

In order to apply under this stream, you must first be eligible under one of the 3 Federal Economic Programs:

  • Federal Skilled Workers (FSW)
  • Federal Skilled Trade Worker (FSTW)
  • Canadian Experience Class (CEC)

You must also meet all the requirements of the programs, offered under the Skills Immigration Stream. This means in order to qualify you will need a job offer from a BC employer. You can obtain this job offer from inside or outside Canada, we can help, contact YIC now.

Entrepreneur Immigration

This stream is for entrepreneurs who wish to run a business in B.C. It is a points-based system, whereby high scoring candidates are invited to apply for permanent residence.

You must sufficient personal and investment funds, in order to qualify for this program. For additional information on this program, please refer to our section on Business Immigration.

ONTARIO IMMIGRANT NOMINEE PROGRAM (OINP)

Ontario Immigrant Nominee Program (OINP) is the largest recipient of the Federal Government’s yearly quota under the Economic Category. The OINP nominates individuals with the skills, experience, and education the Ontario economy needs, for permanent residence.

There are three categories under which to get a nomination from the Province of Ontario:

  • Employer job offer category: This category is available for applicants who have been offered a full-time permanent job from an Ontario employer.
  • Human capital category: This category is for applicants with valuable work experience, education, and language skills and a profile in the Federal Express Entry System; or students with a graduate degree from an Ontario University.
  • Business category: This category is for entrepreneurs outside Canada, who wish to start a new or buy an existing business in Ontario

There are a number of the program under OINP streams, including:

  • In-Demand Skills Stream
  • Ph.D. Graduate Stream
  • French-Speaking Skilled Worker Stream
  • Human Capital Priorities Stream
  • Skilled Trades Stream

The following OINP streams are closed to applications for the year 2020:

  • Employer Job Offer: International Student Stream
  • Employer Job Offer: Foreign Worker Stream
  • Masters Graduate Stream
